萬用流水號 v4 使用 SQL 的方式來製作
轉用 SQL 來製作，好處就是比 v2 用關聯的方式，在資料庫結構上更簡單，在 v2 中唯一的自身關聯也不需要了。

v4 增加了按週數來計算，更重要的是再結構上 比 v3 結構上更加簡化，現在只需要一個模板字段來設置流水號的格式就可以了，沒有關係，沒有腳本，沒有自定義函數！
